The operative word for this line up of speakers is dedicated. Jim Park, Executive Director of the Appraisal Subcommittee will brief us on the most current appraisal legislation. Kelly Davids, in the State of Ohio has been incredibly diligent with respect to mortgage fraud and ridding the system of “bad actors”. She will update us on her efforts and trends immerging. The FBI has dispatched an local Agent in the White Collar Crime Division to discuss Fraud in the mortgage industry locally. Larry Disney has his finger on the pulse of fraud in the State of Kentucky. How does fraud affect appraisers? Are AMC’s friend or foe? Elaine Matternas will discuss E&O issues surrounding fraud and other hot buttons and Ralph Burnham, a premier local attorney specializing in appraisal matters will present on litigations issues local appraiser may face. It’s a fast paced and changing world, find out what’s going on first hand from the professionals at the front line.

Attendance Policy
Attendance must be 90% or better in order to receive a certificate of completion. Anything less than 90% will not count toward Continuing Education.

Jim Park
Executive Director, Appraisal Subcommittee

Jim Park  

Jim has over 25 years of appraisal and mortgage banking experience.  Since March 2009 he has served as Executive Director of the Appraisal Subcommittee. He is the senior staff person responsible for the day-to-day ASC operations and staff. Under direction of the ASC, the executive director is responsible for implementing ASC policies, overseeing its programs and budget, and developing recommendations to the ASC members.  The executive director also represents the ASC before state appraisal regulatory officials; federal regulatory officials, and various appraisal industry groups.

During his career Jim has held executive management and leadership roles within the mortgage banking and appraisal industries. His most recent positions include:

  • Vice president and chief valuation officer for Interthinx, a mortgage fraud detection and analytics company;
  • Senior vice president and chief appraiser Aurora Loan Services, a Lehman Brothers Company; and
  • Director of research and technical issues at the Appraisal

Jim holds a B.A. in organizational communications from the University of Colorado and a certified general appraisal credential in the Commonwealth of Virginia.

Elaine H. Matternas
General Manager, Intercorp, Inc.

Elaine H. Matternas  

Elaine Matternas brings almost 40 years of diverse business experience to her job as General Manager  of Intercorp.  Trained and educated initially as a journalist and communicator, she became involved in the insurance industry in 1980, first in an administrative capacity, handling office management, licensing and compliance, and later marketing.

At Intercorp, she has been instrumental in the development of its Errors & Omissions insurance program for Real Estate Appraisers since the program’s inception in1993, shortly after the establishment of certification laws in the various states.  She oversees underwriting, coordinates claims services, writes loss control articles, and has taught courses on loss prevention for appraisers.

She also handles marketing for all of Intercorp’s programs, which center on professional liability, environmental liability, and alternative funding programs.

She has strong ties to the Washington association community, having served as Editor & Publisher of Association Management magazine, published by the American Society of Association Executives.  Her tenure at ASAE also included the establishment of a quarterly magazine, Leadership, for volunteer leaders of associations.

Newspaper reporting in Champaign-Urbana, Illinois, and Indianapolis followed her graduation from the University of Illinois with a Bachelor of Science degree in Communications.  She has since completed more than half of the requirements for an MBA at American University in Washington, D.C.

She has taught various writing and communications courses in the association community, as well as through a seminar program at George Washington University.

Kelly Davids
Superintendent of Division of Real Estate & Professional Licensing

Kelly Davids  

Kelly Davids was appointed Superintendent of the Division of Real Estate & Professional Licensing at the Ohio Department of Commerce in April 2005.   As Superintendent, Ms. Davids is responsible for the licensing and certification of Ohio’s real estate brokers, real estate salespersons, and real property appraisers, as well as for the registration of cemeteries located throughout the state.  She oversees a staff of 50 with offices in Columbus and Cleveland.

Davids’ has served more than 25 years in the public sector, and is recognized for improving government performance at the state and local levels.  Ms. Davids began her service at the state level in 1999.  Prior to joining the Division of Real Estate & Professional Licensing, she directed the Office of Reading Improvement at the Ohio Department of Education where she administered a budget of more than $60 million and was instrumental in aligning the state’s numerous reading initiatives to create a more comprehensive and results-oriented system.

At the local level, Davids served as the elected Clerk of the Marion County Court of Common Pleas from 1993 – 1999.  She also held the positions of Deputy Clerk of the Marion Municipal Court, and Mayor of the Village of LaRue.

Davids holds a degree in Public Administration from Franklin University.  She has been married to husband Phil for 26 years.  They have a daughter, Abby, who is a student at the OSU College of Medicine.

Larry Disney
Executive Director, State of Kentucky Appraisal Board

Larry Disney  

Larry Disney is the Executive Director of the Kentucky Real Estate Appraisers Board, licensed Kentucky Real Estate Sales Broker, Kentucky Certified General Real Property Appraiser, SRA designated member of the Appraisal Institute, 2005-2006 President of the Association of Appraiser Regulatory Officials (AARO), and is certified by the Appraiser Qualifications Board of The Appraisal Foundation as an instructor of the Uniform Standards of Professional Appraisal Practice (USPAP).

Prior to being hired as the Executive Director of the Kentucky Real Estate Appraisers Board on September 1, 2003, Larry was employed by the Board as Chief Investigator of real estate appraiser complaints from July 1, 1999 through August 30, 2003. He has been a practicing real property appraiser since 1977, and since 1982 he has taught qualifying education and continuing education courses for real estate licensees and real property appraisers in Kentucky and throughout the United States.

Larry developed, and regularly instructs, a continuing education seminar titled “Real Estate Fraud and Flipping” that has proven very popular with appraiser regulatory agencies, real estate brokers, sales agents, and lenders. The seminar focus keys on the current problems of fraud proliferation and gross negligence allegations lodged against real property appraisers and real estate agents throughout the United States.

Michele Pearson
Director of Community Education and Outreach, State of Ohio Attorney General’s Office

Michele Pearson  

Michele Pearson is a summa cum laude graduate of Ohio University.  She has served over 20 years in elected office as Marion City Councilwoman At Large, Marion County Treasurer and Marion County Auditor.  Upon completion of elected service Pearson served as Chief of Community and Civic Affairs for the Franklin County Treasurer’s office, then as Director of Community Education for Ohio Treasurer Richard Cordray, and now as director of consumer education for Attorney General Cordray where she oversees numerous consumer education programs including Senior Scams, Save Our Homes and Being A Smart Consumer in Today’s Tough Economy.

Rick Smith
FBI, Special Agent

Larry Disney  

Special Agent Smith started his career with the Federal Bureau of Investigation in New Jersey in 1988 working financial crime and industrial espionage matters.   He transferred to FBI Headquarters work in the Office of General Counsel providing legal advice on operational issues where he worked for two years.   A 12 year assignment in Michigan investigating cyber crime and bank and securities fraud preceded his move to Ohio in January of 2007.  He now works financial crimes and public corruption cases.
