  1. At about 12 minutes in, Paul says that the liability for data collection was taken away from the appraiser and the data collector now assumes the liability for the data collection. What is Paul’s source for that? Who says that the appraiser is not liable for using that data, and when did that actually change? Has this been tested in court?
